TECHNICAL

Technical is the term used to describe all matters relating to the rules of Masters Swimming Australia, which are binding on all branches, clubs and members, and govern all sanctioned meets (competitions) conducted by Masters Swimming Australia, its branches and clubs.

Technical Officials are those hard working ladies and gentlemen who ensure swim meets and competitions run fairly and according to the
rules (including consideration of registered Medical Disabilities). Accredited officials are bound by the “Officials Code of Ethics”.

There are a variety of technical officials’ positions. The following currently require the completion of formal courses to gain accreditation:

Referee: Has full control and authority over all officials; enforces all
rules and decisions of Masters Swimming Australia and decides on all questions relating to the running of the meet.

Judges of Stroke: Ensure that the rules relating to the swimming strokes are observed.

Inspectors of Turns: Ensure that when starting, turning, and finishing swimmers comply with the relevant
rules.

Starter: Has full control of the swimmers from the time the Referee turns the swimmers over to him until the race has commenced; gives the signal to start swimming.

Marshal: Assembles swimmers prior to each event and allocates swimmers to heats and lanes if the event is not already heat seeded.

Check Starter: Ensures that swimmers sit or stand behind the correct lane and in the right heat.

Chief Timekeeper: Ensures there are timekeepers and Chief Lane Timekeepers for each lane. Signals the Referee before the start of a heat when all timekeepers are ready to time the next heat.

Timekeepers: Operate the timing device that takes the time of the swimmer in the lane assigned to them.

Masters Swimming Australia owns the Technical courses, which are accredited by the Australian Sports Commission’s National Officiating Accreditation Scheme (NOAS). All Masters Swimming technical courses run throughout Australia are approved by the National office, and run in accordance with the approved curricula. Please see the table below, or contact your Branch to find out when/where the next Technical course will be conducted or to arrange a course at your club.

Masters Swimming Australia has an underlying philosophy of being involved and helping out when needed. All competitors should become accredited timekeepers and assist when needed. Meets are run by volunteers, so get involved!

There are also a number of positions that do not currently require accreditation:

Meet Director: Supervises the organisation of a meet, the implementation of the National Safety Policy as it applies to the meet, and all matters of the meet's conduct that are not under the direct control of the Referee.

Recorder: Records all times recorded at the meet and may keep a record of points scored by both individuals and teams. Notifies Referee of any records that are broken or set.

Announcer: Keeps spectators and swimmers advised regarding the event in progress. Advises competitors when it is time for them to report to the Marshal. Liaises with the Referee to ensure he does not interrupt the starting of races.
 
Runner: Collects all recorded times from the Chief Lane Timekeepers and takes them to the Recorder.

The National Technical Committee was appointed by the National Board to undertake activities specific to the Technical area. The National office employs a part time Technical Development Officer to undertake projects on behalf of the National Technical Committee.
